Anyone you want, but after you challenge them, you must wait a week before challenging that gym again |

This is to prove that you have a logical mind and that you use your pokemon wisely and effectively. You don't really need to contact staff to battle.
These are gym battles,by members {AKA gym leaders}.They can contact the gym leaders,and ask to battle them for gym badges over wifi.
